Do offices of Secretaries to UP Govt have no PIOs
I sent one application for seeking information under sec 6 of RTIA05 to the PIO,Office of Principal Secretary, IT Deptt, Govt Of UP, Sachivalaya, Lucknow by registered post about a month ago. It was received back undelievered by me. Why could it be so. Do the offices of Secretaries of the Govt of UP not have PIOs in their offices.

In this case, you can directly approach the SIC because SIC has the powers to direct the Public Authority to appoint a PIO. Please give a copy of the AD and undelivered. There are several decisions in the CIC to this effect in the initial stages of the RTI Act (Apr to Sep 2005).
Please also check (if you can, by a personal visit) if a PIO is there in the authority or not because sometimes the officers and staff members of the authority themselves are not aware as to who is the PIO and letters could have been returned due to this.

Although it is totally outdated and has not been updated for ages, at least some information is there.
