    The 30 days time limit is reasonable. The power to extend this time limit should not be given to the AA. If at all it is given, it must be given to the information seeker. That is, if the info seeker agrees, the PIO may take some more time. The Act has thoughtfully provided that no reasons need be asked for from the info seeker. Otherwise the PIO will go on questioning the reason and concluding that there is no public interest. Public info should be available to the public. This itself is a valid public interest. No more explanation is required to prove public interest. Cost of postage has to be borne by the Govt. because, as pointed out it is only public money and under Sec 4 as much info is supposed to be made available suo moto, leaving little room for personal queries.

    A suggestion on the happy occasion of 2nd anniversary: How about forming support groups in every city who will help follow-up RTI requests and make sure there is no retaliation from the authorities. RTI is of no great use if the information seeker is not protected from retaliation. We must also lobby for a legislation to this effect.

    Support group is alright. But legislation is not viable. In that case for every such activist issues one must have a supporting legislation. Basically it depends on the commitment of the individuals or activists to the cause. They must be prepared for some inconvenience. Support groups may be of support. Legislation will only be on paper. It may create more legal impediments than solving the issue.

    Legislation will give the support groups "teeth", if you will. PIOs will not indulge in retaliation if there is a clause in RTI act to the effect. That clause can be incorporated by a legislative amendment to the RTI act. You may have read in newspapers what happened to some citizens who used RTI against corrupt officials. That would not have happened if there were support groups and the legislative amendment.

    sir cost should be imposed upon PA is more than one adjourment is demande in case of hearing before commission .Moreover it should be timely intimated to the appelant ,because most of the times appelant has to travell a lot of distance.

    You have rightly pointed out .

    In my opinion there should be new section in the act,

    In case of appeal at CIC New Delhi,
    If the distance of New Delhi from the place of appellant is more than 100 KM the train fare in III A/C should be borne by PIO and FAA @ 50% each for each travel . This should be recovered from the salary, as soon as the appeal is Registered.

    In case the descision goes against appellant. it should be recovered immediately from the appellant.

    Many often it is heard that, this act is being misused by some citizens. I think it will be better if there is provision in the act to penalise such citizens, provided it is proved that the act is being used for harassing the PIO.
    The fine should be 5,000/ flat for such harassement.
